i mean. i mean it could. sure. in some cultures. i mean. yeah, why does kissing have to be inherently romantic anyway? friends should be able to do that. sure. good point. i agree. but like. after seeing this all i can think is that geordi told him that after slipping up and kissing him once and then being embarrassed and not wanting to confront this ~thing~ between them just yet so he was like “uhhh yeah friends do that all the time”. that is the headcanon my little shipper brain has decided to go with and no one is taking it away from me.
