If it’s the former what could she do on other planets? Like could she make it rain diamonds on Neptune?

Technically that’s a yes. Her powers extend well beyond just manipulating atmospheric pressure. She attunes to the weather of whatever planet she’s on or celestial body she’s near. Like while in space she’s been able to tap into the power of stars and pull hydrogen straight out of matter around her to create a bomb so there’s a precedent there that she can tap into forces around her.
